SEBI Proposes Review of ISIN Rules for Debt Securities

The Securities and Exchange Board of India (SEBI) released a consultation paper on 10 August 2026 proposing a review of provisions relating to ISINs for debt securities. 

An ISIN (International Securities Identification Number) is a unique identification code assigned to securities such as bonds and debentures.

The consultation is relevant mainly to companies issuing debt securities and participants in India’s corporate bond market.

For ordinary mutual fund and retail investors, there is no immediate action required.

Importantly, the consultation paper represents a proposal and not a final regulatory change. Therefore, investors should not treat the proposals as rules currently in force.

Bottom Line: SEBI is reviewing the framework governing identification of debt securities. Any actual impact will depend on the final rules issued after the consultation process.
